This rule does not make sense involving responsable breeders in the EU.

We (responsable EU reeders) have pups that can travel savely in the EU without danger for Rabies, since we take all precausions and keep all the rules. 

The puppydealers called  "breeders" that bring illegal trucks and cars full of pups from out of the EU are the once that bring the EU countries at risk for receiving Rabies and other diseases !!
They cannot be stopped by this rule !!!!

And very important...pups need to get bonding and social interaction from 8 weeks of age with the new owner(s) and new living -surroundings To do this from 15 (!!) weeks instead of 8 weeks can give major problems in several (more sensitive) breeds. It's far from healthy for the pups to stay this long in their birth house And in case several pups from the litter have to stay, major spontanious dog fights are happening with pups of about 14 weeks or younger even, in this unnatural situation to stay together at one territory at this age.

It's a problem for the breeders but for the owner from the puppies TOO because the weeks between 7 to 12 are the most important for the sociability and the creation of the link between the owner and his pup! The serious breeders are doing all correctly but the traffickers will found always a veterinary to change the dates on the passeport off de dogs....

Hi, I have nearly same problem. WE plan a puppy from an FCI breeder end of year. So Im happy if I can help you. For me it sounds like, serios breeder are same than puppy seller. Hope I can help to stop that new rule. There must be a better way!

This law must be overturned for all the reasons mentioned. Also, I will not give a rabies shot to a pup until he is a year old.

I have been waiting for a puppy from a highly respected overseas breeder for awhile now. My breed has a limited number of registrations in the US. By enforcing this rule, you are actually causing psychological damage to puppies who will miss out on a critical learning/socialization period that ends at about 12 weeks. You are making more puppies become fearful, aggressive, and filled with anxiety. Behavioral issues are the most common reasons why dogs are relinquished to shelters, and you are just creating more of them!
