TEW DLC For Joseph Oda

So if you've already played The Evil Within, and its DLC, You know about the characters in the game. What I'm wondering is: Why didn't they make a DLC for Joseph? Was he not as important? Anyway, I made this petition because I want to know more about Joseph and his family, and I want to see Krimson City through his eyes.
