Dogs should be permitted off leash on all public lands wherever their guardians trust that they have voice control over them. Don't punish all dogs because some don't properly train and control their pets...also I don't want my dog to have to be subjected to concentrated areas where he's forced to interact with misbehaving/aggressive dogs.
