 Helicopter servailence?! That's the most asinine thing I've ever heard. I promis you Animal Control doesn't have the resources, let alone cares enough to have "helicopter servailence" to bust people with off-leash dogs at the park. The police department doesn't even have eyes in the skies! Hilarious.
