It's about time we all took on this issue. I feel like a criminal every time my dog is off leash especially in Cottonwood Heights. Where I was told it is technically illegal to PLAY FETCH.

 you are treated as a criminal in Cottonwood Heights if you dog is off lease even if your dog is walking right alongside you.
