Well said.  The WPCS repeatedly asserts that it has no powers of intervention in welfare cases, but it does have the power to alert the relevant welfare authorities, to suspend membership until standards are improved, and to refuse to register stock from studs that do not uphold its values.  Inaction by the WPCS is exactly the same as condoning what goes on.

 members who are breeders/reg breeders of the wpcs should sign a agreement to allow a wpcs welfare officer to view the stud and breeding faccilities/ and also the welfare of the horses and foals bred ,this viewing should  every 12 months, any breach of this agreement the member should be banned for life and keeping horses of any description. if the wpcs havent got a appropriate person to do the job because it is to expensive then they should to review the annual subscriptions and put someone in place.
